Bulgaria is one of the few European countries that do not have effective legislation regulating so-called “personal bankruptcy”, as well as a mechanism for restructuring the obligations of people who are unable to cover them.

At the same time, the European Union adopted a new credit directive that obliges member countries to provide free debt counseling services. It will enter into force in 2025 or at the latest in 2026, with sanctions for non-fulfilment.

For the very first time in the history of the European Union, the new credit Directive mandates the provision of free debt advice services in every European member state. Article 36 (1) clearly states: “Member States are required to ensure the availability of independent debt advisory services to consumers facing or potentially facing financial difficulties, with only minimal charges applicable for such services.”

What does this mean for consumers? It means that individuals in financial distress will have access to free independant professional debt advisory services that can guide them towards a more stable financial future.

But that’s not all! The Directive also requires creditors to establish processes and policies for the early identification of consumers experiencing financial challenges. These individuals will then be seamlessly referred to easily accessible debt advisory services.

Debt advisory services play a crucial role in helping people overcome financial difficulties. They pave the way for individuals to regain access to financial activities, improve their financial and overall well-being, reintegrate into economic life, and foster social inclusion. Ultimately, this paves the path for a decent and dignified life.

The European Consumer Debt Network (ECDN) and TEMIDA are fully committed to supporting and facilitating initiatives aimed at enhancing Bulgaria’s capacity to implement these essential services.

This is a significant step forward for the European Union and Bulgaria, ensuring that financial assistance and support are readily available to those in need. As we step into after summer period of 2023, we made an analysis on 4 drivers for individual in Bulgaria with fresh data for a better understanding:

1) Consumer context in Bulgaria since begin of 2023
Bulgaria’s consumer confidence indicator rose to -25.5 in Q3, from -28.7 in Q2. Consumers were less pessimistic, with an inflation at 7.7 in August compared to the peaks in beginning of year at around 16%, regarding:
– their financial situation for the next 12 months (-15.0 vs -20.3 in Q2),
– their expectation of the general economic situation in the country over the next 12 months (-27.4 vs -28.6), on
– their intentions of buying a car in the next 12 months (-79.3 vs -80.2) and building or purchasing a home in the next 12 months (-90.2 vs -92.4).
But consumers’ assessment on households’ budget has deteriorated (-3.7 vs -2.9), as well as their savings prospects for the next 12 months (-61.6 vs -59.6) and their ability to save today (-52.3 vs -46.9). source: National Statistical Institute, Bulgaria

2) Consumer loans Market Growth Rate: Since beginning of the year till August 2023, Bulgaria has witnessed a steady growth in its consumer loans market, with an approximate growth rate of 6.2% for banks, 9.2% for financial leasing, 10% for non banking (BNB, September 23). Consumer Credit in Bulgaria represented in July 2023, 35961.15 BGN Million

3) Non-Performing Loans (NPL): The level of Non-Performing Loans (NPLs) is a crucial indicator of a country’s financial stability. Bulgaria has continued to maintain a relatively low NPL ratio bellow 6% since beginning of 2023 but does it reflect the reality ?

4) Financial Literacy: Financial literacy plays a pivotal role in managing debt and credit responsibly. In Bulgaria, efforts have been made to enhance financial literacy among its citizens. However, there’s still work to be done. An Eurobarometer survey by the European Commission published on July 18. It indicate that more 54 per cent of Bulgarians had medium financial knowledge and 26 % low financial knowledge, underscoring the importance of continued education in this area. For reference, overall EU citizens are 64% a medium level, and the remaining 18 % a low level.

In this dynamic financial landscape, it’s crucial for individuals to be informed and make informed decisions about their finances.

Consider these tips:
– Create a budget and stick to it.
– Understand the terms and conditions of any credit product you use.
– Invest in your financial education to make informed choices.
– Remember, financial well-being is a journey, and with the right knowledge and responsible actions, you can navigate the debt and credit landscape effectively

If you want to get out of debt, you need to budget.
If you want to save money for something [retirement, down payment on a house, vacation, etc.], you need to budget.
If you want to stop money fights with your partner, you need to budget.

How do you make budgeting easy and fun? Here are some tips from people that were in a debt situation:

  • Pinpoint your goal. To start, identify a financial goal you want to achieve this month or even more short term.
  • Create a schedule for when you are going to do “budgeting stuff”. It should be the same day and time each week or month. If you are budgeting with your partner, make sure to put it on their calendar too.
  • Keep it simple.Use exisitng budget applications with pre-set budget categories, ready for use.
  • Make it predictable. The fewer changes you have to make each month, the easier your budget is going to be. Try to minimize the changes you make to your budget categories each month.
  • Reward yourself: Determine the conditions for deserving your reward. For example, you are going to get a reward each month that you stay within your budget.
  • Join forces with your people around you- family, friends: Talk to your partner about your end goal. Why are you budgeting?

The secret ingredient to successful budgeting is pretty simple but so difficult: be consistent

1. Estimate all the revenue and expenditure you expect for the month (and if you have a perfectly accurate idea, you’re good for advanced level!) Enter the total amounts of expected revenue and expenses in the fields provided on the e xpected b udget page.

This will help you achieve the level of actual revenue and expenses planned for the months. The associated chart will show the difference between the planned and the actual amount on monthly basis.

For Android:

  • Launch “Chrome” app.
